2009 Presidential and Congressional Transition Memo
NJJN calls on the new administration to help states reduce crime and ameliorate state budget crises by taking a leadership role in sponsoring a White House Summit on Juvenile Justice. NJJN also calls on Congress to exert its leadership by: reauthorizing the JJDPA and reestablishing a strong Office of Juvenile Justice and Delinquency Prevention; requiring states to assess and document the transfer of youth into the adult system; requiring states to assess and document the use of confinement and the use of community-based alternatives for youth under 18; requiring states to incorporate basic reunification planning; encouraging states to redeploy state dollars from incarceration to community-based programs; and expanding prevention and intervention funding for youth in crisis.
