Two years after being designated as a site for the Annie E. Casey Foundation’s Juvenile Detention Alternatives Initiative (JDAI), Marion County, Indiana (Indianapolis) is seeing far fewer youth enter lockup each day. Thousands of youth have been diverted to alternative programs and lower-risk offenders are being sent home pre-trial, as opposed to being detained. Early data show stark positive changes taking hold, without a surge in juvenile crime. The third year of JDAI in Marion County will focus on addressing racial disparities in the juvenile justice system.
