Coordinated by the Mental Health Association in Pennsylvania, the Pennsylvania Collaboration for Youth (PCY) is a statewide coalition of over 38 state and regional organizations that are committed to providing Pennsylvania's youth with opportunities to grow into productive citizens.
PCY’s Goals:
- Services and programs which are coordinated and of high quality.
- A Family Bill of Rights that defines the central role of families in their children's lives, assure
families are informed of their options and rights, and have opportunities to participate in
decisions affecting their children.
- State regulations that ensure counties develop policies and programs aligned with (BARJ) and
(CASSP) principles.
- A statewide focus on preventive and treatment oriented programs for youth with mental health
needs.
- The establishment of funding priorities and the investment of more dollars in programs that are
effective in pre-delinquent behavior.
- Schools, in partnership with the broader children' system of care, develop and implement
proven programs and services that keep children and youth in the neighborhood schools, and
reduce the reliance on segregated placement
- Elimination of policies and practices that discriminate against race, ethnicity, disability, and
gender.
