NJJN's policy brief provides an overview of ways in which several of these international instruments can and have been used. There is also a growing campaign for US ratification of the Covenant on the Rights of the Child (CRC). The CRC contains many provisions of particular relevance to juvenile justice.

There has been a movement to place all youth convicted or adjudicated with a sex offense on the federal sex offender registry. In most cases, youth would be subject to notification requirements and would be remain on the registry for life.
